Procurement Process Collaboration Team - Phase II

Background

At UCSD, the procurement process embraces a broad array of responsibilities that at the highest level include:

  • Ordering merchandise and product
  • Receiving and distributing merchandise and product
  • Arranging for a service
  • Contracting
  • Managing assets from inception to disposal
  • Issuing payment
  • Ensuring overall accountability

The Procurement Process Collaboration Team (PPCT) was originally charged by Assistant Vice Chancellor Business and Financial Services (BFS) Don Larson to oversee the procurement process at UCSD. The breadth of the PPCT's charge encompassed Disbursements, Purchasing, and the Storehouse. The principal purpose of the PPCT was to focus on the procurement process eliminating organization boundaries and their inherent barriers to generate a synergy that would result in process improvements.

This team learned new characteristics about their work and themselves as process partners. The PPCT was a successful endeavor and produced measurable results. It also served as catalyst for a new team to evolve.

PPCT Phase II

The PPCT has been expanded to include BFS Systems. Having Systems as a member of the PPCT will complement the team's capacity. While ACT supports core financial systems, essential ancillary systems as well as technological, and development support are being provided by Systems. Over the past few years, the leaders of the PPCT have observed and sustained an ever-increasing inter-reliance between their staff and Systems'. It has become evident that that Systems' plays an important role in the procurement arena.

The new PPCT's foundation will be the procurement process but the team will also be:

  • Focusing on mutual business issues
  • Collaborating on projects
  • Sharing expertise
  • Providing morale support
  • Creating a venue for nurturing ideas
  • Satisfying the "need to know" aspect of shared activities
  • Maximizing resources
  • Leveraging technology

Collaboration, Communication, and Continuity

The new PPCT is not organizational in character as we recognize our unique and multifaceted divisions especially with respect to the people who make up those associations.

With the emergence of Blink, e-procurement, Shopping at the Storehouse, and the intensification in scope and complexity of our respective responsibilities, we view this as being on an effort centered in support of BFS's universal mission for delivering excellent customer service.
